You can rehang the liner on your above-ground pool if it fell over in the winter but you will need to remove the pool corner caps, the rail, and all of the water. You can then re-stretch the pool liner and refill the pool.
Pull back the liner left side of trunk. You will find a cable with a t handle. Mine fell behind the liner. Just put it thru the slit in the liner. It has a Velcro tab to hold it to the liner.
If he accidentally fell in and tore it, it's not his fault but the dog's owner can be held responsible to repair the damaged liner.
The rust mark will most likely never totally come out. It may lighten in color with age and may be bleached some be the chlorine. Consider it a permanent fixture.
