It appears the coolant reservoir/overflow tank is prone to cracking & leaking.

It appears a new tank prices about $35-50, and includes a new cap and the coolant level sensor.

NOTE: According to the linked Taurus Car Club discussion, there really isn't a difference between the tanks for the Vulcan and Duratec engines except where one of the hoses connects on top. Before buying the more costly one, do a side-by-side comparison at the parts store and see if you can save some $$.

Also, be sure to ask about the warranty - some reports of repeated tank failures.

Well, you said it was leaking through a bolt by the coolant container. That is where the leak is. More than likely the reservoir is leaking.

I had a 2000taurus that had a messed up reservoir leak right by a nub that held it in place. temporarily switched it out for a used one, that one cracked as well. had to buy a new one from Ford costing about $60.00

JB Weld or a silicone gasket maker?

You can use it but i would recommend a glue call E-Poxy make sure its for plastic. and high pressure.

One thing to consider when looking for an adhesive to fix this problem is the temp range the epoxy is rated for. Since this tank is under pressure and can expect similar temps to the thermostat you have installed. I have a 180 degree thermostat but living in south Texas can really tax your cooling system especially when the lines on the bridge can exceed a two hour wait you will go over 180. I used a 15 dollar plastic welder from harbor freight i came with all of the stuff you would need including plastic rods. so far so good Also if you go the adhesive route or weld be sure the joint and area around it is very clean use alcohol or a brake cleaner for no residue so the adhesive will stick or the weld is not contaminated.
