Can you reset the computer on an 89 Ford 150 4.9 liter by disconnecting the positive battery cable and touching it to the negative cable?

You can, but it's not a good idea. You risk damaging the ECM that way. The best and quickest way to reset the ECM (without a scan tool) is to: 1) Disconnect the negative battery cable. 2) Turn on the headlight switch. 3) Wait 2 minutes, and turn the headlight switch off. 4) Reconnect the negative battery cable.

Doing it this way ensures that all of the capacitors are drained. The ECM will need to "relearn" your driving habits afterwards, which may take 30-60 minutes of driving.

It is a safety issue. The reason is that when you are using a wrench to disconnect the battery cable you can easily touch a portion of the car that is grounded. If you were disconnecting the positive + cable first and you accidently touch a metal part the vehicle you will create a massive short circuit with the fireworks involved. The wrench in your hand will become an arc welder. By disconnecting the negative - cable first there is no danger of this happening as touching a metal part of the vehicle will do nothing as you are already working with the ground. Reason If the negative side is already connected and you put the positive side on you take a chance of touching a part of the body or radiator with your wrench while tightening it, causing the positive side to ground out. No, there is not. Most code readers will allow you to reset the check engine light, but you can reset it simply by disconnecting one battery terminal and touching it to the other to discharge capacitors in the system. If this makes you nervous, just pull a battery terminal and leave it disconnected for 45 minutes or so. When you reconnect it, the computer will be reset.

It might be geared and not properly seated or loose and its constantly disconnecting. If its electronic it must be grounding out on something but, possibly touching and then releasing from that ground causing it to work when its not touching and then go out when it is.
