Yes, on your desktop open iTunes and on the top right were it shows your email and when you put your mouse over it click on account then at the bottom right click purchase history then on the bottom right click report a problem then click the app you want a refund from and type in your problem apple should respond within a few days and prosses your refund within a week(but only if your resoning for a refund is valid!!)

If you remember all of the apps you need back, just download all of them again through iTunes, and since you already downloaded them once (if they're not in your computer's system), it will download them for free.

mmm go to my documents/music/itunes/mobile applications delete the apps directly from that folder to prevent them from syncing back to your device
no you cannot use ipod and iphone apps on itunes, but you can buy the apps on itunes and put them on your ipod and iphone
