drivers and front passengers feet
I can't show a picture , but the kick panel is the interior trim panel , just in front of the front door , by the passengers feet . According to the 1999 Mercury Mountaineer Owner Guide , you will find the fuel pump shut off switch ( inertia switch ) behind the kick panel . The Owner Guide doesn't show if there is an access hole or if and how the kick panel is removed in order to reset the inertia switch
the right kick panel is in front of the passenger door , the left kick panel is in front of the drivers door

The kick panel is the interior trim panel just in front of the front doors. There is a kick panel by the drivers left foot and the right front passengers right foot
I just found mine. Find the fuse panel on the left side of the kick panel. You almost have to stand on your head to get at the kick panel, I used a mirror. Take out the 3 screws out of the kick panel. The blinker module is on the back of the fuse panel which is attached to the kick panel.

Your 4x4 module is behind the kick panel in the right front passenger area , beside the passengers right foot , in front of the door. It's just a plastic trim panel.
