If it is pumping at low pressure then yes, but the engine will just idle and not much more than that. If it does not pump at all, then no.
There are many causes for a car not to start. One of the causes can be the fuel pump which pumps fuel into the carburetter to spray into the ignition chamber.A bad pump may not pump the fuel into the carburetter .

If it cranks but doesnt start it could be your fuel pump relay or your fuel pump could be bad.

The most common cause for a car to lose power and then cut out is a bad fuel pump. The fuel pump will steadily get worse and eventually the car will not start.
Bad fuel pump, blown fuel pump fuse, bad fuel pump relay, or clogged filter.
Fuel filter clogged, fuel pump not running caused by either blown fuse, faulty fuel pump relay, or bad or weak fuel pump.
Bad fuel pump relays aren't very common but i do run across them every now and then. If the relay is bad one of 2 things will happen - if the relay is "open" (unable to complete the circuit)then the fuel pump will not run and the car will fail to start. If the fuel pump is shorted (the contacts in the relay are fused together)then the fuel pump will never shut off...even if you shut the car off and the key is in your hand the fuel pump will continue to run until the battery is drained of voltage. Then the car will not start without charging the battery or "jumping" the car. About the worst thing a bad fuel pump can do to your car is cause it not to start. It could possibly ruin your battery if the battery sits discharged too long. However the odds on that are not great. Just charge the battery - change out the bad fuel pump relay and everything should be OK.
