First of all, you will never be able to. Second of all, your account won't be banned but still you won't be able to get into his account.

Well it depends if you were just banned or I.P. banned. If you were I.P. banned you can not play runescape ever again on that account and on that computer now if you were just banned then you could use other accounts

Well it's not that hard, "Jagex" (a.k.a. the company that owns runescape) Makes a notice on the "Account" area of the site, even if you are banned you can still logon to check your "Blackmarks" or warnings. Basically it won't let u on ur account

you cant yes you can! the only thing is that if you made a new account then there isnt... but if you were able to just upgrade you account all of your crap is still there. however progress you made on a non-live game will not be transferred to you live one. ie: if you play MW2 and get to level 70 split screen it doesnt transfer to xbox live.

No, Penguin Gold will not ban your penguin. I tried it with a dummy account and it does give you coins, I did 15,000 coins about 3 or 4 times, and I didn't get banned. I waited and over a week or two I still wasn't banned, so I tried it on my real account (Adorkable333), and still not banned. Just don't go crazy, CP might suspect something and ban you for a rapid coin increase.

either you got hacked or banned if you cant log back in then you still want to play you have to make new account

probably, but if you try using it, you account WILL be banned if caught. and WARDEN (wow security) will catch it every time.
Why did my Webkinz account get banned?
Hmm...I don't know why it was banned...What does the log in say when you try to log in? My account is banned too, and whenever I try to log in it says "Member information is incorrect" or something like that, but the username and pass are right. This is super weird. I was banned for 3 hours, and I check and I still get the little message. Its kinda weird...But you should get un-banned, and so should I...at least sometime. Hope this helped! Please answer my question...So I am not the only one seeing the message! :)
