Yes you can substitute one for the other because the diameter of the rim would be the same. The only instance in which this would not work would be if your vehicle was lowered not allowing room for the higher side wall of the larger tire.
I disagree. Substituting a 195/60-15 is not an acceptable swap. You should never go over or under 3% and the 60 series tire in that size is 3.27% larger in overall diameter. Your speedometer will be off 2.03 mph. Handling, braking, fuel mileage, and power will be effected. You can however install a 175/60-15 which is an almost perfect swap and only 0.76% difference. A 185/60-15 is also acceptable at 1.26% difference. My advice is stick with the OEM size.
