Yes it can be towed, either flat towed or on a dolly with the rear wheels on the ground. The 4wd Liberty has one of two transfer cases, an NP231 or an NP242, both having a neutral position that isolates the spinning wheels from the engine and transmission. If you want to flat tow, then you will need special rigging on the front of your Jeep.

It is ok to tow it by the front of rear wheels with a Dolly and will not do any damage if not done for long distances. But remember, with any dolly towing there is a risk of damage.
