If you have a national ID card from a real EU country, you will be able to travel. But you can only get one if you're already a citizen, and having an NSK "passport" won't help at all.
NSK isn't a real country. It's an art group that issues "passports" as a joke. You can't cross borders, get visas or live in Europe with an NSK passport.
