NSK and its "passport" are only an art project. They aren't valid to cross any real border, and you can't get any visa with this passport. Anyone who offers to help with NSK visas is lying, they just want to steal your money.
You would be able to travel to Europe with an ID card from an EU member state, but you only get that if you're already a citizen (of a real EU country).
