One can serve in the US Military without being a US citizen. Obviously only US citizens are given US passports. So military ID cannot serve as a substitute for a passport.

Passports are already required for travelers arriving by air. If you are traveling to the US by car and do not have a passport, two forms of government issued ID can be used until June 1st, 2009. For most people that typically would be a driver's license and birth certificate, but military ID would qualify as well.

As long as it is government issued, it should be fine. You might wanna call the airline to make sure though.
