DSL refers to a type of connection and broadband refers to an internet service. You can purchase a modem and a router independently, however many internet service providers prefer to provide you with one.
NetZero is not even close to Road Runner, or any cable modem, but the price is way, way, cheaper. If you don't need top of the line speed, & NetZero DSL is available, get it. It is very hard to find.

Yes Qwest is a great provider for DSL. I used to use Qwest many years back for DSL until I upgraded to broadband and I never had any problems with them. Qwest is good but expensive
