Yes, and they recomend you not to cause the eyebrow ring may sink into your naval. they recomend you to use belly button rings instead.

No. That could cause scar tissue to build up. Use antibacterial soap or sea salt & warm water.
How do you put a hoop in an eyebrow piercing?
If you mean like a ring, you take the ball from between the two sides of the ring and set it somewhere safe. Then bend the hoop so it makes a spiral, then slide it in, bend it back, and put the ball back into place. Or if you're like me, which I don't recommend, drop the ball, lose it, and just bend the ring shut lol.
