If a plastic lens, drill a very small hole at the bottom to let water drain out. If a glass lens, you will have to replace.

There are two clips holding the top to the bottom. If you release the clips and separate the top from the bottom you can remove your air filter.

no liftgate release on these suburbans, the relay is on the passenger side pillar at the bottom, near the floor. and yes you will have to pull the plastic off. it is a standard 5125 relay to replace. about 5-10 bucks.
