Sometimes; it depends on the type of file you're moving. If it is a program then it might be best to reinstall it with the disk (if there's no CD you can try to transfer) I would not recommend copying Microsoft Word, IE, Chrome, and whatnot over. Other files are safe to carry over, just don't move system files. Also, use copy, not cut when moving in case a file gets corrupted when you move it. Other issues are compatibility. Only use 64-bit programs on 64-bit computers, but you can run some 32-bits in compatibility mode. (I did this once before just a couple months ago)
