There are two ways to get a good tan while outside. One way is to use tanning lotion or baby lotion and put a good amount on but don't rub it in. Second way is to take a shower right before but do not apply lotion or anything on your skin then go out and tan!
Try the Sunless tanners. They have gotten better over the years... they have lotions & moisturisers with tints to make your skin glow like a tan.
Be careful not to use too much though. It can make your skin look orange.

To tan outside it can be around 65 degrees and you still tan! all you need is... exposed skin on the area you would like to tan, and uv rays. (: works best if sunny but it has been said on cloudy days the sun reflects and gives a better tan. (havent tried that)
