All state require an office for a wholesale license. Many states such as California will allow the office to be in your home for a wholesale license only.
A retail license usually requires a "car lot" where your customers go to conduct business. Some states will accept an office, other states require a legitmate car lot and may dictate the size, office space, parking spots etc.
With a wholesale license you can only sell to other dealers, in and out of your state. Wholesale dealers cannot sell to the public.
Check with your own state DMV to find the licensing agency for your state and to obtain the rules and regulations.

The best way to get a dealers license with out having to spend a lot of $$$ and getting a retail locations is to get a wholesale license, in some states like Indiana they do not require you to be a resident of the state to apply and all they require for a location is an office. I went with a company called dealerauctionaccess.com and they helped me every step of the way. I got my wholesale license, I can go to any auction in the US and sell to any dealer and any auction. Whenever i want to sell to the public i go to a local retail dealer by my house and they process my sale. I have dealer plates that are insured and I am my own boss. These deals had lots of issues to the point that Indiana has KILLED the wholesale dealer license. You can see the problems caused by these "offers" at dealer-license.com. There are other OFFERS in other states to get a dealer license. Before buying any of these "programs" you MUST check with your state's dealer licensing organization to validate the PROGRAM will work in your state.

No they called the dealer first.The dealer did not call them. A delivery to their house just makes easier for the customer.
