I don't believe they can. There are only very GENERAL questions an employer can ask about a previous employee.
A typing certification shows an employer that their employee can type at "x" WPM, which is proof of their job skills. One can receive this from many free sites such as www.typingweb.com/certification.
It's the employer's decision. I would think he SHOULD be allowed too if fast typing is what the job requires you to have.
