1st thing to look for is broken, loose, or disconnected vacuum lines. if nothing is found clean your throttle body and change the air filter. if problem still exists have the computer scanned by a reputable auto technician for possible electrical sensor problems or gaskets leaks. a quick easy way of looking for a vacuum leak is to use a can of NONFLAMMABLE parts cleaner and spray a small section of the motor and listen for any changes in your idle. If idle changes that will be the area of your vacuum leak.
Check the power to your automatic choke and check the choke pulloffs. It sounds as if the fast idle cam is not coming all the way off.
Check the alternator.
It's usually a vacuum leak.

Don't know what vehicle and or engine you have but some idle with normal oil pressure of 8 psi or less.

Make sure you are shifting it at very low idle speed. Outboards have a built in mechanism to keep owners from shifting at too high rpm and damaging the drive train.
Your car will idle high until the engine begins to warm. You could set the idle to be a bit lower, but that may cause the engine to stall out when it's cold out. The engine should begin to lower the RPMs when it is warmed up.
