No automobile engine will even run at 2 rpm's. The average engine idles at from 650-750 rpm's, and will easily rev to 5,000 rpm's.
If a car starts and idles but does not accelerate can be numerous problems such as a malfunctioning throttle position sensor, fuel regulator, Manifold Airflow sensor or vacuum leak. A diagnostics test will reveal what is malfunctioning and needs to be repaired.
Sounds like the throttle cable is broken.
Very vague information. Could be the main jet in the carburator.

Change your spark plugs. Check for compression. Check for a seized piston.
