THE Power Steering PUMP IS LOW ON FLUID . IT COULD BE A LEAK , HAVE TO CHECK VISUALLY , IF DONT KNOW WHAT IT LOOK LIKE ,IT IS THE ONLY THING WHEN YOU LIFT YOUR HOOD THAT HAS A BELT CONNECTED TO IT THAT HAS A REMOVABLE CAP ,{ GENERALLY} You need power steering fluid.

Can you tell us little more? Does the engine squeal when the car is just sitting and idling? Or, is the squeal from the suspension .... it squeals when you're moving or turning?
Low steering fluid can cause a steering wheel to whine when turning. A worn steering belt can also cause a steering wheel to whine when a car is being turned.
