My '96 Chevy Cavalier Z24 had this same code pop up into the cars computer. I took it to a place to have the code pulled. I then called a repair shop and asked them what the code ment, and was told it could be one or all of the following problems.
1. fuel system(ie. fuel pump, fuel filter...depends on what the car is doing) 2. oxygen sensor 3. catalytic converter
All that the code "Catalyst efficency threshold low" means is that something is starting to plug up in the exhaust system. Try taking your car/truck to a well known and well trusted mechanic and have them tell you more as to what is wrong. Some places have better equipment than others.....believe me...I know this one....been there...done that one.

replace o2 sensor behind cat.converter first, you probably do need a catalyst, the emission warranty for that is 8 years or 80,000 miles minimum and may be longer on some models so if you have less than 80,000 miles and the date car was originally purchased on is less than 8 years ago the dealer will replace it at no cost to you.
