you could need to have the emissions (vaccuum) system inspected or inspect yourself for leaks (find the vacuum pump and apply vacuum lead down pump with gauge to see if there are any leaks) other than this there could be an issue with any number of sensors such as the mass air flow sensor, intake air temperature sensor, crank shaft position sensor, throttle body positions sensor, manifold air pressure sensor and many more. another issue could be something such as timing, the timing belt.chain could need replacement (check your mileage vs the owners manual) it could also be a catalytic converter or the oxygen sensor, you can check your o2 sensor using a blow torch and a volt meter to either measure voltage output or the votage resistance as heat increases.

Double check the timing marks, maybe they are not lined up correctly after you changed the chain.

If a person recently changed the speed sensor in a 1990 Dodge B-250 Van and the trip meter and odometer do not work, there could be a fuse that needs to be replaced. The computer might also have to be reset to allow for the odometer and trip meter to work.
It sounds like the inner steering shaft. I had the same problem on a 1997 Dodge Ram.

Try changing the fuel pump and if that doesnt work try the o2 sensor
