theres a vacuum switch over under the dash that alllows the air to be switched different places sounds like that is bad
VACUUM CONTROLLED DOOR IN DASH THAT CONTROLS ALLOWING HEAT OR AC IS STUCK OPEN.
A blown fuse is the most common cause for the 1996 Chevrolet Blazer sheet and air conditioning not working. The fuse box can be found in the engine compartment.
If the dash lights go on and off and the heat won't turn off and electrical noise is coming from the heater, there could be a short in the wiring on a 1998 Blazer. This is also possible if the ground wire for these items is not longer attached.
The temp blend door actuator is probably at fault. Replacing it requires removal of the dash assembly.

The air door under the Blazers dash could be stuck, or there could be a vacuum leak on the engine. The door opens and closes from vacuum, directing the air from heat to defrost.
make sure both knobs are all the way up on red for heat...
