Because the war was not directly about slavery.
The Emancipation was not a crusade but a war-measure, urgently needed to keep the British from sending military aid to the Confederates, as it would make them look pro-slavery.
It was also a step towards total war - he told the troops to burn the farms and free the slaves as they were enemy property.
