I had this same problem with my 83 GTI. I found that there was an "in tank" hose that was cracked causing the same problem. You'll have to empty the tanks and tak out the fuel sending unit/pump. You can access it through the trunk. Lift the carpet and the you'll have a an access panel just forwad of the spare tire. It would be a good idea to buy a Haynes or factory manual for further reference. Always consult the technical manual.
