Because the Navigation acts stated that the goods going to and from the colonies had to be brought in on English ships and 75% of the crew had to be English Because the goods had to come in on English ships the owners of English ships made the colonists pay way more because they were the only ones who could take the product to England and then where ever they needed to go. The governor of Massachusetts said that his colony would not follow the acts.
