Complaining neighbors won't let you play your music?

Correct!! If your neighbor can hear your stereo through the walls, you are playing your music too loud. Get a pair of wireless headphones instead.
Not every person appreciates the same genre (style) of music that you may like - to impose your music upon someone who does not want to hear that, is an invasion on their privacy.

What can a homeowners association do about noise complaints?

Well there are two variants of the spectrum you are
questioning.
1- You are complaining about your neighbors.
Homeowners Associations in some cases can actually give fines
after notice has been given. But in most cases the association
itself has no actual legal power. Although, you can contact the
Police. Very rarely will they give a citation on the first for a
Noise Complaint, but if the Police come back a second time they
will give them a fine.
2- Neighbors are complaining about you.
In most cases I would suggest being quiet. But if you are
maintaining a respectful sound level while your neighbor(s) keep
insisting that you are being to loud, there are actually very few
things you can do. Seeing how the police wont give you a citation
if they don't hear any noise coming from your house, you don't
really have much to worry about. (Side not - Try complaining about
them.)
