Unlikely. The German people were eager for radical reform, if it hadn't been Hitler it would have been a communist dictator. Thats not very true at all. The United States had resorted to Isolationsim, Russia was worrying about the aftermath of the Revolution, ect. Nearly every one was worrying about themselves and not paying attention to finer detail. Hitler written out his exact plans in Mein Kampf. And yes, Germany was eager for reform, but they had no way of protecting themselves for what was to come. The impact of World War I was a major reason for Hitler's easy rise. The German General Heinz Guderian states in post war interview that had the Allies intervened militarily in 1935 when Hitler remilitarised the Rhineland that the Germans would have been powerless to resist. And of course with the benefit of hindsight that is easy to see, the fact was the allied leaders (Britain & France primarily) lacked the backbone to do anything at all. They were busy disarming to try, ostensibly, to avoid war. Laudable that this was, it remains impossible for these leaders to have been able to realistically think that Hitler was quite the despot that history shows us. Who could have possibly believed the worst ?

I am assuming that you mean by the United States, but I will include Germany's course of action as well. After WWI, American retreated into near isolationism. Germany, however, was devastated from WWI and was receiving no help in recovering. Their economy, land, and ultimately their way of living was destroyed. The public began looking for a leader and the Nazi political power was becoming stronger. Soon Hitler became the head of the party and promised German families ways to feed their families. The German people decided to trust that Hitler could make his promise come true and gave him power. Hitler then started the Nazi Youth to "brainwash" children and prevent any new generation from protesting what he was doing. When the Jewish people were placed in concentration camps, Hitler circulated Propaganda making it seem if the camps were a good place (I have seen one of the videos and it would've been very convincing if I had not known the true horrors). When the Allied powers (England, France, and everyone else opposing Hitler) began fighting America sent them supplies but still refused to enter the war. Then the Japanese attacked Pearl Harbor and America found a reason to leave isolationism.

In my opinion yes, only if the Soviet Union did not sign the pact and that Britiain and France send there forces to Poland and northern France. To give a clear message to Hitler. however Hitler would have still caused WW2. unless he was somehow removed from the picture.

Perhaps he might have hesitated if Britain and the USA had been firmer to begin with.
