No. A fuse is there to protect the circuit from overload or short.
You will probably have to replace the fuel sending unit. Before doing that, ensure that the fuel tank breather is clear... it's not likely the reason it's always showing full, but sometimes strange things happen. If that doesn't do it, then you're going to have to drop the tank and replace the fuel sending unit.

Check the fuel gauge sending unit, located in the fuel tank. The sending unit could be stuck in the full position.
A potential bad gauge or sender unit in the tank would cause it to read full all the time.
The fuel gauge on a 1985 Chevy Silverado will read full all the time if the sending unit is defective or the wire has come loose. When the tank is full, the sending unit normally shuts off which cause the gauge to read full.

The fuel cap has no effect on the fuel gauge and there is no "reset" for this. More than likely the problem is with fuel sending unit in the tank. A less likely cause is incorrect levels of additives in fuel, this can cause the gauge to flucuate erratically.
The fuel gauge could be getting improper signals from the fuel sensor. The sensor is located inside of the fuel tank.

First thing: Are you sure you have fuel? Your gauge could be stuck in full or 1/2 full etc. Your fuel filter could be blocked. Have you checked to see if you are not getting fuel to engine-check with a fuel pressure gauge & check for broke gas line anywhere from tank to engine.
