Sounds more like it's her penis. Yes, female dogs do have one, albeit small in size, closer to the anal area. If you've successfully identified her penis and she still has a growth of some type in the general area, take her to the vet and have it checked out. If you're not sure where the penis is, you can search the internet. There are several good sites posted by veterinarians which contain drawings on canine anatomy. You'll be surprised at how much information is there for you to peruse.
Don't be squeamish. It's all part of owning an animal and most animal owners just accept it as part of owning a pet. It's up to you to check the dog over on a regular basis, feeling around for lumps under the skin, ticks or anything abnormal since they can't tell you what's wrong or bothering them.

They are checking for any hernia's that could be protruding through the femoral canal into the scrotum. If small intestines get's through the canal into the scrotum it could cause severe pain and ischemic bowel. (dead intestines). If they find one in a young child usually it will heal on its own. You just have to reduce the hernia (push it back in) But in an adult it should be repaired (herniorrhaphy)
