Sounds more like it's her penis. Yes, female dogs do have one, albeit small in size, closer to the anal area. If you've successfully identified her penis and she still has a growth of some type in the general area, take her to the vet and have it checked out. If you're not sure where the penis is, you can search the internet. There are several good sites posted by veterinarians which contain drawings on canine anatomy. You'll be surprised at how much information is there for you to peruse.
Don't be squeamish. It's all part of owning an animal and most animal owners just accept it as part of owning a pet. It's up to you to check the dog over on a regular basis, feeling around for lumps under the skin, ticks or anything abnormal since they can't tell you what's wrong or bothering them.
Nothing good. Go to the vet immediately.
You certainly could get an infection if someone urinates inside you. This is a substance not meant to be put inside of the body.
If it isn't an inguinal hernia it could just be a growth. This does not mean it harmful, it could be a begin growth that will have no effect on your health.

They are checking for any hernia's that could be protruding through the femoral canal into the scrotum. If small intestines get's through the canal into the scrotum it could cause severe pain and ischemic bowel. (dead intestines). If they find one in a young child usually it will heal on its own. You just have to reduce the hernia (push it back in) But in an adult it should be repaired (herniorrhaphy)
Testicular torsion doesn't really affect the penis directly. It can cause the testicle to die, which would then stop making hormones, and the decreased hormones could prevent normal development if done before the end of puberty. But testicular torsion is an extreemly painful condition and needs to be treated in an emergency room.
No. I've had my belly button pierced for eight years and never had a hernia. So I have a hard time believing that a belly button ring could cause a hernia. It can cause an infection but it can't cause a hernia.
After having a hernia operation you cannot have children. You could think about having some before hand or adopting.
Hiatus
I recently had surgery in July to repair an umbilical hernia only to be rushed to the hospital in October to repair 3 additional hernia's (holes). They wouldn't let me leave the hospital without the procedure. I assumed this was serious.
Can be a hernia, have it checked out.
She could die.
