It is possible to make a battery with lemons. A lemon battery, using two or three lemons, can power a buzzer or a small digital clock. However, it would take thousands of lemons to power a bicycle or scooter and millions to power a car!
Is this lemons the fruit or lemons as in used cars?
what would cause a 150cc scooter to lose power?
Depends on the power of the motor. Weak, so-called assist motors aren't covered by laws. More powerful motors are, and then the bicycle pretty much has to fulfil all the requirements put on a scooter/moped.
Depends on the power of the motor. A bicycle can have a low-power motor and still be considered a bicycle, which don't require a license.
Companies like medicare and the NHS are able to provide you with a mobility power scooter as long as you qualify and fit the criteria for having a mobility scooter.
It usually depends on the power/size of the engine. A small, assist-style engine usually isn't covered by the law at all, but if you try to build something of the power/speed of a moped/scooter it's an entirely different ballgame.

The Scooter Store sells two different products: The Power Chair and the Scooter. The Power Chair is much more expensive, with a price range of $2,000-$10,000+. The Scooter is much more affordable, but lacks the power behind the Power Chair. The Scooter is listed from $800-$8,000+. Depending on the need, either chair would be a great buy. Just be sure to weigh the pros and cons of each product.
It'd depend on the engine's power/size. Small/weak enough and it's considered and "assist" motor, which are legal. Get the power up, and it will be seen as a scooter, or even a motorbike, and will then have to measure up to all those laws and requirements to be road legal.
