In theory it should work; as graphics card memory is independent of the systme memory however you'll find people on Google claiming it doesnt and that problems arise, however this could have resorted from a different problem
assuming everything else is compatible, the memory is not an issue. many graphics card have ddr4 and ddr5 memory which isn't even available as RAM yet.

Power regulation and clock signals for that memory is regulated by the GPU.The DDR2 memory on the motherboard is a completely separate situation with the voltage and clock signal being regulated on the motherboard. The two memory banks have little, if anything to do with each other.A PCIe GPU will work in any PCIe motherboard slot.

No, but I think you've got a few terms confused. DDR2 "slots" are for the main system memory. A "DDR3 graphic card' is a graphic card that uses DDR3 memory. A PCI-E DDR3 Graphics card should work fine in a PCI-E slot, or a AGP DDR3 Graphics card should work fine in a AGP slot (4x or 8x, dont try to use a 4x or above AGP card in an older x1 or x2 slot).
If you are using DDR2 RAM, then yes your video card should work. Provided you have suitable power going to the GPU.
