Do Ghana citizens have to show a declaration fee on leaving the country
is it yes or no
The answer is an absolute NO according to the Ghana Embassy in New York. I received a polite call back and was told it was a very bad woman scamming me.
I also received this email from the Washington DC Ghana Embassy:

Yeah they do have a declaration fee, this fee protects the Ghanaians from any incovenience they face abroad, incase they cant get to their destination, they will use the fee to cater for themselves and return back home, its refundable....

no, if you do, then you are dealing with corrupt immigration officers. P.S., if the "lady" from Ghana, whom you've never actually met face-to-face and professes undying love for you, sends you an e-mail saying they need money to show immigration, pay a declaration, or to show money in a bank account in order to come and visit you, IT IS A SCAM

Both fee and fee simple mean that you are the absolute owner of real property. You can sell the land or leave it to your heirs.
