The general concensus was that repeated negotations with Japan having failed, war with Japan was probably inevitable. The war in Europe was one that the public generally wished to stay out of given the Horror of WWI. When Japan bombed Pearl Harbor, America was forced into war in the Pacific, and Germany quickly declared war on the US, forcing the US into the European theater. Was communication used before US entry into the war? Absolutely yes. Directly with Japan, and through America's allies in the European theater.
