The second thing is that the Arabs established Islamic Law in the lands that they conquered, which was their primary goal, and a part of that law states that non-Muslims pay a small tax to the state. Christians and Jews were not allowed to build new houses of worship, restore old houses of worship, proselytize in any way (this included religious debate or dialogue), or allow wine or pigs to be shown in public.

Those more skilled in diplomacy would be the ministers of the Sultan's court.

No. There is No compulsion in the case of religion. The Muslims believe Islam to be the true religion, but they are prohibited by Almighty Allah (Al Qura'n, Sura Albaqra-2 - La ikraha fid deen) to force the people having other religions to practice Islam against their will. They are free to practice their own religion in an Islamic State provided they don't conspire against Islam or make mischief.
