The term "rollback" is the strategy of forcing changes in major policies of the state, most often by replacing the state's current regime, as opposed to simply containing the state ("containment"), or cooperating to work with the state ("détente"). During the Cold War, Eisenhower initially promoted rollback in Eastern Europe and Asia, but decided that containment was ultimately safer than rollback, considering the Soviet nuclear confrontation that was at hand. Eisenhower relied on covert CIA actions to undercut small, unfavorable governments and used economic and military foreign aid to governments supporting his position.

There are multiple reasons politicians protested the 'New Deal'. From the Left, politicians argued that the 'New Deal' did not do enough redistribution of wealth. From the Right, politicians opposed more government welfare programs.
The Middle East
Eisenhower criticized the idea of large government programs such as the Fair Deal, however he opposed the idea of "Old Guard" Republicans eliminating all government programs. Eisenhower instead chose to take a more moderate course, also know as "Modern Republicanism", which preserved the market economy and still insured assistance to certain groups of people such as seniors.
The middle way is a compromise between Roosevelts' New Deal and Trumans Fair deal. It was a prime example of modern republicanism adopted by Eisenhower.
