He didn't. The older Bush was at the time a law-abiding president of a Texas oil company. The younger Bush was at the time a Fraternity boy, living it up at Yale. One of the (many!) conspiracy theories was that Texas business interests were somehow behind the assassination of Kennedy, but there was never even a shred of evidence to support this. Other - also totally unproven - conspiracy theories mentioned either the CIA, the FBI, the Mafia, the Russian KGB, pro-Castro forces, anti-Castro forces or 'big business' in general as the forces behind the killing.
