He did indeed.
Back in the times of Abraham (he was originally called Abram), people worshipped the Sun, the Moon and other objects - they did not believe in a "God" per se.
Abram lived in Ur, also known as Mesopotamia.
Abram was the only one there who believed in a 'God', as opposed to celestial objects.
Anyway, one day God came to Abram and told him to leave the country to an unknown land. Scriptures may vary, but generally he said this:
"Leave your country, your relatives, and your father's home, and go to a land that I am going to show you. I will give you many descendants, and they will become a great nation. I will bless you and make your name famous".
It's probably worth mentioning that Abram had a wife - Sarai (later named Sarah) - who was impotent.
Abraham (now called Abraham) left Ur at the of 75. He didn't exactly know where he was going - God did not give a destination, but told him where to go. If that makes sense. We now know that he left for Canaan (later known as Israel).
The Torah tells how God made a convenant with Abraham. Abraham and his wife would be the start of a special people. These are the Jews, who to this day regard themselves as the "Chosen people".
Generally, all different versions of The Bible/Torah have their own story to tell. They are different in some aspects, but hold the same story/message.
God promised the entire land of Canaan to the Israelites (Exodus ch.3; Numbers ch.34). The location of Jerusalem is within those borders.
It's a matter of belief and opinion, but Jewish tradition says yes, God made that promise.
Jesus Christ will return to earth at His second coming, At that time he will rule from Jerusalem on King David's throne and the remnant of Jews who are left alive on earth will accept him as their Messiah. The Jewish people will come back into prominence and the promises that God gave to them will be fulfilled
The holy city for the Jews is Jerusalem. That is where the Temple of God was located

Jewish people serve God. They do this by following the ethics of their religion.
