Lebensraum means "living space" in German. Yes, Hitler did believe Germany needed lebensraum, in fact, lebensraum was the idea behind his genocidal rampage against all non-Aryans. Hitler believed that to make more space for his perfect empire, he needed to eliminate all negative factors. Those included Jews, Gypsies, and anyone else really who wasn't considered "Aryan".

Additional comment: Hitler outlined this and his war aims in his second book that was not published. The manuscipt was discovered after the war. Hitler desired a 'living space' in Eastern Europe for Germans to become self-sufficient in agriculture. Hitler had long-held belief that Germany had lost WW One partially because of insufficient agricultural capacity.

The 'living space' would require that the current owners of the property be killed or deported.
