No, our own government did. As horrible as it seems Americans need to face facts. There was no 'terrorist' threats but the 'powers the be' needed an excuse to render our Constitution useless for our 'own good'. With the passing of the Patriot Act the President can bypass all Constitutional rights without permission from Congress. Under this Act you can be imprisoned for no reason and without rights to councel and a speedy trial. Homes and all private property can be seized for no reason. Citizens can be shipped off to concentration camps call FEMA camps. Like it or not America is fast becoming a police state. As was Nazi German and Communist Russia, America as we know it is on the way out.
