James Madison didn't want to go to war in 1812 because America's regular army had only 7,000 troops and the only militia the states had, which was anywhere between 50,000 to 100,000, was very poorly trained. Also, America had not paid off all of her debt from the revolutionary war, and having the War of 1812 would make the debt ginormous. Eventually, a group of southerners called the war hawks convinced Congress to accept the declaration of war. They were convinced that once America showed a sign that they were willing to go to war, Britain would yield to the US's requirements.

Madison was the President during the entire war. He was forced to flee the White House and Washington when the British made a hit-and-run attack and burned the White House and other building in the capital.
