Well yes and no. As a senator Johnson did vote no on a civil rights bill but (AND THIS HAPPENS A LOT) he was voting no on a part of that particular bill he couldn't support. Later, as president he championed the civil rights act.
Many times when a bill comes to a vote in congress there are parts of the bill that are attached that someone is trying to more or less sneak in that may be totally unrelated to the actual bill. If there is something in there that your representative can't support he or she will have to vote no on the entire bill. It's politics.
