No. Then Mexican president Venustiano Carranza knew the probability for Mexico to takeover former territories was poor at best, due to the following reasons:

  • Attempting to retake those territories would mean certain war with the US.
  • No matter how generous the financial support from Germany would be, it would be worthless. Mexico could not use it to acquire arms, ammunition, or any other war supplies, as the United States was the only sizable arms manufacturer in the Americas. The British Royal Navy controlled the Atlantic sea lanes, so Germany could not possibly supply any quantity of arms.
  • Even if Mexico had the military means to take back the lost territories it would have had severe difficulty accommodating and pacifying the large English-speaking population.
  • Mexico had even cooperated with the ABC nations (Argentina, Brazil, Chile) to prevent a war with the United States during the Tampico Affair, generally improving relations. If Mexico were to enter war against USA it would strain relations with such countries.

Carranza formally declined Zimmermann's proposals on April 14, 1917, by which time the US had declared war on Germany.

What if the zimmerman telegram wasn't intercepted?

The US would have delayed its entry into WWI by a few months, but nothing else would have changed. The Mexican president commissioned an actual study to find out if the German proposal was feasible (it wasn't), so he officially declined it four months after receiving the telegram; besides, Mexico was in the middle of its Mexican Revolution (1910-1921). As for the US entering the war, it was practically inevitable as Germany kept a policy of unrestricted submarine warfare, sinking several US merchant ships and killing several American citizens in the process. Finally, athough many sources state that the US entry into WWI changed the tide of the war, in reality it had a vastly inferior army both in terms of manpower and supplies; the real winners of the war were Russia, France and the British Empire who provided over 69% of the total military strength for the Allied side during the war; the US only provided 11% of the actual manpower.

Versailles who would not accept the treaty of Versailles?

The German people would not accept the terms of the Treaty of Versailles as they said that it was a 'Diktat' which means 'Dictatorship' they said this as they were not allowed to have any say in the terms of the treaty. Another reason why the Germans did not accept the treaty was because they did'NT accept the terms of it ie, the military restrictions, the territory loses and the war guilt clause.
