The Mexican president commissioned an actual study to find out if the German proposal was feasible (it wasn't), so he officially declined it four months after receiving the telegram; besides, Mexico was in the middle of its Mexican Revolution (1910-1921). As for the US entering the war, it was practically inevitable as Germany kept a policy of unrestricted submarine warfare, sinking several US merchant ships and killing several American citizens in the process.
Finally, athough many sources state that the US entry into WWI changed the tide of the war, in reality it had a vastly inferior army both in terms of manpower and supplies; the real winners of the war were Russia, France and the British Empire who provided over 69% of the total military strength for the Allied side during the war; the US only provided 11% of the actual manpower.
