This is a defunct question. Going by the theory of each, both elect leaders and both should be fair. However in practice communistic states turn out to be more like dictatorships.
What the question should be is comparing Communism with Capitalism. Again, in theory Communism is fair, whereas Capitalism is rich people controlling society and paying workers, the workers then spending the money on the products the company owners manufacture. But Communism in practice is rarely fair, with no-one getting enough save a few in the leaders favor, and the leader themselves.
Yes, Communism is the most democratic ideology in terms of political, economical & social life. In political side, communism advocates that the everyone (regardless of family, gender, race, work & income) are the government that everyone decides for the state, every voices & elections are important & free & comments, suggestions & criticism are the welcoming fuel to make a government more democratic & improves its government, in which is identical to direct democracy, thus the leadership are a collective leadership. In economical aspect, communism is a variant of democracy's economic counterpart, socialism. Communism abolishes all private property & make it a common & collective ownership of the masses, higher taxes for the rich while lower taxes for the poor, education & hospitalization are for free, thus no one will die due to sickness bec. left untreated, in education, incoming students are choosing the course they want to study to prepare work work after graduation, the government will provide work for everyone based of a person's interest, skill & college degree. It also provides free housing, electricity & water, basic needs (such as food, clothing & shoes) are affordable. Therfore regardless if there are rich people, at least no one is living under overty. In social aspaec of communism, EVERYONE IS EQUAL, everone has the right to make oneself's decisions, fixed marriage are illegal, social hierarchy are abolished, discrimination & racism are banned.
