Meanwhile, Korean researchers have developed software to ensure optimal operation of power reactors. (source: WNN>world nuclear news.)It seems that South Korea has been developing nuclear technology aiming nuclear reactors. The fragment of an article above is dated 2010, but many years ago South Korea started its nuclear reactors program and it seems that they have high technology on this field.
It shall not effect another place because of the new location that is caused by such forces as the earthquake caused.

President has lived after leaving office, which is now going on 32 years AND COUNTING. Before Carter, Herbert Hoover held that record for 54 years, and before Hoover, John Adams held that record for 154 years!
North Korea, Iran, and possibly Syria. North Korea has confirmed it has the capabilities to create nuclear weapons and has proven it. However, they have not perfected the technology behind delivering the missile effectively to anywhere outside the Korean Peninsula. Iran claims its current nuclear program is for peaceful purposes. But the claim is practically ludicrous with the evidence behind the type of reactors being built, the fissile material being generated, and the statements it has made about Israel. Syria is another story because it has attempted to create nuclear reactors as well with evidence that it received help from North Korea. However, Israel destroyed the site before it could be operational.

Then (1995) Pres. Clinton & M. Albright created the KEDO which was a way of buying North Korea Nuclear power plants circumventing US Congress & Senate approval, using mostly US tax money. Even the NY Times thought that this was a wonderful idea. They trusted a country who main export are human organs to only use the reactor for electricity to allow International inspections, promise not to further enrich anything for military nuclear weaponry. Clinton later admitted this was a mistake but they meant well. Then during Bush Hillary had the nerve to say Bush didn't know how to handle a Nuclear North Korea when it was her husband who gave the crazy Dictator the reactors!
He intervened on behalf of the American, and pleaded for a presidential pardon. The North Korean government said that if Carter would come to get him that that they would grant him a pardon and he would be released into Carter's custody.
