It sounded like a reasonable idea, but it actually led to violence.
In that remote territory, all kinds of pro-slavery terrorists crossed the border to cast illegal votes, intimidate the public, and declare any free-soil result to be rigged.

Everything was better because we no longer had slavery. Everyone was allowed to vote, and all the people that were born in the United States of America were known as being citizens. :)
