At that time he was just a figurehead, the military ran Japan. There where those in the military who opposed war against the US but they where out numbered. The ones that opposed war had studied in the US and got to know about the great ability the US had in production. They knew Japan could never hope to match the war production of the US and would lose the war eventually. Those for the war had limited knowledge of the production capabilities of the US. They also saw the US as weak, soft, and anti-war.

Japan was one of the countries instrumental in starting WWII. Since the early 1930's Japan had been invading China. Ultimately, Japan would ally itself with Germany and Italy to form the Axis Powers. On Sunday morning December 7,1941 they attacked the U.S. Naval forces at Pearl Harbor, Hawaii waking the "Sleeping Giant". That was what Japanese Admiral Yamamoto said in reference to America. Time would prove him right.
